The Special Needs Plan Alliance represents a type of Medicare Advantage Plan - Special Needs Plans. Initially authorized with the passage of The Medicare Modernization Act of 2003, SNPs established a type of MA coordinated care plan specifically designed to provide targeted care to individuals with special needs. These individuals’ conditions were defined as: 1) institutionalized individuals; 2) ‘dual eligibles’ (for Medicare and Medicaid); and/or 3) individuals with severe or disabling chronic conditions.
The Alliance represents all three types of SNPs and approximately 90% of all SNPs which provide coverage to roughly 5.3 million of the 7 million SNP enrollees nationwide. The membership ranges from small SNPs with a few hundred members to large national insurers such as CVS/Aetna and Elevance.
