This position reports directly to the Chief of Staff (COS). The incumbent is responsible for setting overall goals for the Behavioral Health Service that comply and support Veterans Administration (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network (VISN) and VASNHS strategic goals and objectives. The incumbent exercises exceptional latitude in the planning, design, implementation, accomplishment, ongoing evaluation and measurement of program responsibilities and is responsible for clinical oversight and administrative management of the BHS. The ACOS/BH also serves as VASNHS SAIL and performance measure champion for all Behavioral Health performance and quality related metrics. Functions: The incumbent is ultimately responsible for overall BHS clinical and administrative operations currently structured around a program management model and with a clinical emphasis on the Recovery Model. This responsibility includes system operations of inpatient acute care, emergency/crisis care, outpatient clinics, community-based programs, patient/customer satisfaction, Behavioral Health Services in psychiatry, psychology, nursing, social work, and successful attainment of VASNHS, VISN and VHA performance measures, and efficient and effective service delivery and resource management. Clinical (20%): Provides direct patient psychiatric care in Behavioral Health. Maintains competency in all aspects of psychiatric care. Uses appropriate documentation to record patients' medical history and all aspects of the patients' Behavioral Health treatment. Administrative (80%): Supervises the Behavioral Health Leadership Team. Directs and participates in quality improvement measures, systems redesign projects, and ensures compliance with policies, directives and Executive Leadership goals. Ensures appropriate Behavioral Health representation on hospital committees. Communicates clearly and effectively, verbally and in writing, to communicate change and expectations. Develops strategies that achieve organizational goals, taking into account the organization's resources. Monitors Behavioral Health provider documentation, implementing corrective action when necessary. Evaluates provider competency. Works collaboratively with quality management and other appropriate facility departments to establish, implement, and maintain quality assurance. Conducts regularly scheduled departmental meetings, determining the final agenda and invitees to ensure ongoing education and communication. Incumbent is responsible for developing strategic plans, policies, procedures, and organizational structures required to fulfill the service line's mission. The incumbent has final decision-making authority, responsibility and accountability on all issues affecting the BHS. The incumbent collaborates with clinical and administrative operations and program/section managers to ensure integrated goals and priorities for the BHS are established and met. The incumbent also works closely with peers in other services and management to meet the needs of the System's recognized internal and external customer groups. He/she is responsible to ensure all residency, intern, and fellowship training program mandates are met in coordination with discipline service chiefs and program coordinators, internally and externally. The incumbent is knowledgeable of overall VA, VHA, VISN, and VASNHS goals, missions, and priorities to assure a positive impact on programs and resources.
