**Relocation/Recruitment Incentives: Authorized** The Associate Chief Nurse of Virtual Care is responsible for developing, implementing, maintaining and providing leadership, strategic direction, and program oversight of Virtual Care services at VA Pacific Islands Health Care System. The Associate Chief Nurse duties require the ability to apply the specialized principles and practices of health care management. The incumbent serves as the primary administrative contact and is responsible for planning, organizing, developing, directing, and evaluating operations. Performance is characterized by the ability to initiate and manage projects in programmatic areas and lead interdisciplinary groups of staff that result in significant and sustained contributions to the mission success of the Virtual Programs, My HealtheVet and the Virtual Care Service overall. The incumbent manages care across the health care continuum. He/she works closely with primary care provider(s) and other health care professionals and team members, other clinics, internal services and community agencies. The incumbent holds a facility level position, reporting to the Deputy Chief of Staff. The incumbent is responsible for overall planning, coordination, implementation, management, and evaluation of Virtual Care applications within the facility organization, with particular emphasis on improving access to veterans identified as 'rural" and 'highly rural" and providing gap coverage. Duties include but are not limited to: * Provides leadership, management and oversight of those who care for patients and/or programs that support Virtual Care. * Promotes the spread and adoption of VA Mobile applications within the VA Pacific Islands Health Care System. * Leads the full integration of the Virtual Care program to include My HealtheVet, Clinical Video Telehealth, Store and Forward Telehealth and Home Telehealth. * Educates and evaluates staff in the application of the critical thinking process as applied to telehealth patient care and/or Virtual Care systems. * Uses advanced clinical knowledge and telehealth and other Virtual Care expertise to promote staff involvement in planning, decision-making, and evaluating outcomes. * Functions as facility telehealth and My HealtheVet subject matter experts regarding applicable knowledge and skills and communicating and enforcing facility policies and procedures. * Manages and allocates available resources and identifies risk areas which include budgetary, staffing, equipment, and available data. * Evaluates and determines a course of action which will result in the most favorable patient or organizational outcome. * Analyzes workload data, including patient panel size and staffing, efficiency, and evaluates appropriate use of available hours, qualifications of staff, technology, overtime and call-back. * Develops innovation solutions and applies strategies to obtain appropriate resources, to measurably improve the quality of clinical care and administrative processes. * Effectively manages assigned resources and identifies creative strategies to increase efficiency within the service. * Participates and takes a leadership role in providing input/data in the budgetary process for strategic and operative planning. *Incorporates cutting edge evidence-based knowledge of Virtual Care techniques, trends, and issues and educates peers and colleagues. * Plans, develops, implements and evaluates strategies and processes to improve the organizational performance of Virtual Care Service clinical and administrative staff, and the quality of patient care. * Assesses, plans, implements, and evaluates the delivery of Virtual Care programs and initiates change to improve processes. * Leads efforts to comply with and meet goals of VA Nationwide Telehealth, My HealtheVet, VA Mobile Applications, Telehealth Quality Management, and Virtual Care Staff Education initiatives. * Analyzes and coordinates improvements to any associated risk management, utilization review, cost analysis, technology implications, and business practices related to the Virtual Care programs. * Identifies problem areas to monitor, evaluate, and analyze findings and executes changes in practice based on performance improvement findings. * Assumes leadership in multidisciplinary projects, committees, and/or workgroups that document improvement in Virtual Care organizational performance.
